AI Marco Rubio Is Calling: State Department Investigates High-Level Scam

According to a July 3 internal memo from the State Department, first reported by The Washington Post and later confirmed by other outlets like the Guardian, a scammer has contacted at least three foreign ministers, a U.S. senator, and a governor through text messages, Signal, and voicemail. The identities of the officials who received these fake messages from someone impersonating Senator Rubio have not been disclosed, nor has the content of those communications.
Although the mastermind behind this fraud remains unknown, the apparent objective is to gain access to sensitive information or accounts belonging to high-ranking government figures.
The State Department did not respond immediately to further inquiries about the Rubio impersonation case but stated in the memo that “there is no direct cyber threat to the department from this campaign, although there could be exposure of shared information if targeted individuals are compromised.”
The department also emphasized that it “takes seriously its responsibility to protect its data and continues to implement measures aimed at strengthening cybersecurity to prevent future incidents.”
“This was inevitable,” wrote David Axelrod, former senior adviser to President Barack Obama, on X regarding the AI impersonation of Rubio. “We’re now living in this new reality, and we must find ways to defend ourselves due to the impact this could have on our democracy and globally.”
This isn't the first instance where AI voice technology has been used to mimic public officials. Earlier this year, the Federal Communications Commission banned AI-generated robocalls after witnessing a rise in deepfake calls made to imitate political candidates. Among these were deepfake robocalls mimicking President Joe Biden that spread misleading messages among New Hampshire voters ahead of the state’s primary election in January.
